Oct. 28, 2014 (EIRNS)–The Canadian regime of Prime Minister Stephen Harper is using the attack on Parliament by a lone gunman last week to impose even more police-state measures on the country, through expanded powers of the Canadian Security Intelligence Service (CSIS), in collaboration with the deep state agencies of the other “Five Eyes” countries–the U.S., U.K., Australia, and New Zealand.  “Our laws and police powers need to be strengthened in the area of surveillance, detention, and arrest,” Harper told the House of Commons.  “They need to be much strengthened.  I assure members that work which is already under way will be expedited.”

Just the week before the attack, Harper had introduced the Protection of Canada from Terrorists Act, Bill C-44, which would greatly expand the CSIS’s powers.  Among its other crimes, it would allow the use of “secret evidence” and “secret testimony” against suspected terrorists, which neither judges and nor lawyers would be permitted to know anything about.

The last expansion of the security state occurred in April 2013, when, following the Boston Marathon bombing, great fanfare was made over Canada’s CSIS having stopped a VIA Rail terror plot.  Within 48 hours, Bill S-7 was passed in Parliament, authorizing the pre-emptive detainment of Canadians without charge.  S-7 also permits imprisonment of Canadians for 12 months, if they refuse to testify in an investigative hearing.

Until 2012, such brazen infringements of the Canadian Charter of Rights and Freedoms by CSIS were kept more or less in check by the supervisory body over CSIS since it was created in 1984.  But in May 2012 Harper dissolved the CSIS Inspector General’s office.  The authority to oversee the agency is now in the hands of the five-person Privy Council body known as the Security Intelligence Review Committee (SIRC).  All but one of the SIRC members have been appointed by Harper since 2008.  As Privy Councillors, they have all pledged oaths of allegiance and secrecy to the Crown.  Not Canada, or its people.

The CSIS released a report this month, saying it had identified 90 radicalized Canadians who were either trying to leave Canada and fight for the Islamic State (ISIS) in Iraq, or planning to launch terrorist attacks in Canada.

One of the radicals identified by CSIS was Martin Rouleau-Couture, a Quebecer who had converted to Islam, and had already attempted to travel to Iraq to fight with ISIS there.  On Oct. 20, he used a car to drive over and kill a veteran member of the Canadian forces in an attack near a Quebec military base, before being shot dead by the police.  Under current Canadian law, he could have been detained for trying to leave the country to fight with ISIS.  Instead, he was shot dead after killing the soldier.  [RAH, MEK, FHB]

Appendix

Several recent examples of CSIS and the SIRC’s reprehensible conduct have become matters of national controversy since its founding in 1984 are worth mentioning.

-All evidence and wiretaps relating to the true causes of the 1985 Air India bombing were destroyed before they could be officially unveiled in court. Rather than being punished, SIRC officially pardoned CSIS for the act in 2005.

-After disclosure of CSIS’s valiant infiltration of a white supremacist group Heritage Front by its agent Grant Brismus from 1988-1994, it was uncovered that Brismus not only co-founded the group, but used CSIS to continuously fund the group for those six years.

-Arthur Porter appointed to the Chairmanship of SIRC in 2008 abandoned his post in 2011 when vast embezzlement, fraud and theft revelations surfaced in regards to his role in the construction of the massive Montreal Superhospital.
